INVITATION TO BID FOR TRANSPORTATION SERVICES 2027

To: Transportation service providers

Wilmar CLV (Cambodia – Laos – Vietnam) is currently opening a transportation tender for its member companies with the following details:

I. Tender information:

1) Inviting party: Representatives of Wilmar CLV member companies

2) Tender package: Tipper truck/ tipping container transportation package

3) Contract period: from 01/2027 to 31/12/2027.

4) Goods: Bulk wheat (loaded from bulk vessels and 20'/40' containers)

5) Pick-up locations: factories, branches and leased warehouses of Wilmar CLV, or other locations designated on request.

6) Bidding method: open bidding.

7) Estimated volume: please register via the link in this email or contact the person in charge of this tender package (email below).

8) The tender package covers the transportation needs of the following member companies:

• Vietnam Flour Mills Ltd. (VFM)

9) Bid submission deadline: from the date of this notice until the end of 09/10/2026 (based on the postmark).

II. Bid documents include:

1) Bidder information (Business registration certificate, Tax code) (mandatory)

2) Quotation for the transport routes: details in Table 1 – detailed quotation attached (mandatory).

3) Transport capacity (list of vehicles committed to each member company the bidder is bidding for, classified into owned and affiliated vehicles by specific load capacity …) (mandatory).

4) Description of experience in providing transportation services, including previous customers (if any)

5) Transportation plan for the company and other proposals (if any)

6) Financial statements for the last 3 years (mandatory).

III. General requirements:

1) Bids are accepted by post only. Please put the documents in an envelope and seal it with a stamp across the flap before sending. Bids sent by any other method (by hand, email…), not sealed as required or received after the deadline are invalid and will be rejected.

2) The quotation must be signed and stamped. Prices exclude VAT but include all other costs incurred (if any).

3) Bidders should only quote routes they are able to serve and must commit to providing the service on all quoted routes.

4) Bidders shall send a complete set of bid documents with all information in Section II by post to the specific Wilmar CLV member company.
